Benjamin I. Duncan II is the inaugural Chief Resilience Officer for the State of South Carolina and head of the South Carolina Office of Resilience (SCOR).

Appointed by Governor Henry McMaster, Mr. Duncan leads the state’s coordinated response to the growing challenges of environmental change and natural hazards. In tandem with completing three federally funded housing recovery programs, Mr. Duncan is leading the development and implementation of South Carolina’s first Strategic Statewide Resilience and Risk Reduction Plan. This undertaking identifies vulnerabilities and proactively safeguards the state’s communities, economies, and ecosystems from future hazard risks.

With the recent devastation caused by Hurricane Helene, Mr. Duncan now leads the state’s largest recovery effort to date. It leverages a combination of state and federal funds to implement a housing recovery program with resilient building practices, award funds to local governments for hazard mitigation projects, and actively engage with the nonprofit sector to deliver swift service to impacted residents.

Mr. Duncan’s unwavering belief in collaboration, cooperation, and coordination has guided his agency through this defining moment and continues to shape the state’s resilience strategy.
